May be possible, yes. Usually new services [steam wallet, google play music e.g] have their european start in UK, then those services are released in the rest of Europe.
But @ Threadstarter: Arent you able to use Paysafecard ? Its an prepaid-card you can purchase at gas stations for example [at least in germany] and you can charge up your steam account with...

And they would lose money, they arlready have it in most their major player base ( first world Europe, USA) so theres no point wasting time expanding.
