Option to force Steam to ask permission to download
Whenever steam downloads something over the internet, it hogs all my internets bandwidth, resulting in the inability to do anything else. When Steam decides to start downloading something, If I happen to be in the middle of a download that's going to take several hours to complete, since my internet isn't the fastest, that means the download will be cut off, and I will have to start the whole thing all over again. This happens quite frequently, and it is getting extremely annoying. Steam support says my only options are "Offline Mode", or "move your computer to a place with faster internet". Neither option is acceptable.

I would REALLY like an option where steam will ask me if it's okay to start downloading something before it does it.

There already is an option, turn off automatic update. This will delay the update until the game launches.

There's a download limiter in the client beta now. Just crank the limit down really low.

There's 2 problems with that.
1: The lowest limit is slightly higher than my max speed.
2: I don't participate in the Steam Beta.

The only available way to get internet, other than dial up gives me around 100kb/s. (Hell of a lot better than dial up) That's enough to play online, browse the web, or watch standard quality youtube videos. But, if steam decides to do something all of a sudden, I have very little bandwidth left, it's almost like, for all other programs trying to access the net, that the plug has been pulled.
