Just because steam sells the games doesn't mean they can hand out licenses. It would be up to the developer. For instance Bethesda gave users who owned Fallout games on their launcher free copies of the game on Steam when they decided to shut down their launcher.
Developers have the ability to do so, Steam however cannot do it as it would be illegal.
I see, thanks for the insightful information, I guess I should bring this up with the specific developer(s).
keep in mind you have basically no chance in hell of them agreeing to it but you are free to ask
Better than nothing.
So Steam themselves aren't going to just give free game keys away, just because you own it elsewhere. Why should they, y'know?
