Buying gift for people that have a game wishlisted
I've been playing some short games lately and I thought to myself "Damn, this game needs more people playing it, can I click some button and buy it for a random person that has the game wishlisted?" And noticed I can't do that unless they are my friend.

I feel like this can be a good way to support those small game studios that some people are hesitant to buy.

One of the issues I can think of this can be exploited is everyone will just wishlist every game and wait to hit a free game, so maybe it can be balanced around how many games you own, how many games you have wishlisted, for how long you have followed the game / developer.

I don't know, it feels like a good enough idea to help communities and small games grow.

Exactly, so this will never happen. Also because there are people out there who don't want a game showing up in their library without their acknowledgement, even if they did want it.

If people aren't buying their products, that's the company's problem. Not the general public.

Fair
Valve stopped allowing users to gift games to random people, even ones without Steam accounts years ago (2017) due to the many people both entering in the wrong email addresses and using their accounts for commercial use.

It is now required to have a Steam account and be friends with said account.

Do not expect this to be a thing again, even though guest accounts can send digital gift cards still.
