They have taken multiple steps to ensure parents can prevent their kids from seeing material like that. You say Steam can be held accountable if it can be shown that they didn't do enough to prevent kids from accessing porn, but they're already doing MORE than enough, certainly from a legal standpoint.
It's very easy to do.
Make an account for your kid. Set up Family View. Control the content they can see. Done.
They will never be able to access anything outside that content in the account. If they log out, they won't be able to access it.

They most certainly do allow nudity. Its all contextual. "Art" especially has been given wide latitude on YT. There are nude yoga videos on YT, no they are not "oversights" or "mistakes".
There was an "art" video on YT for years about a woman who put a fish in her vag and then brewed coffee with the fish for her husband. Full nudity, include a group of dudes bareass and literally "plowing" the earth. Apparently based on some country's fertility folklore.

There is no issue here. This entire thread started because the OP enabled the content to even see it in the first place, and then they complain it is "overwhelming".

Steam further more has no requirements to move content from one platform to another, the fact alone people somehow forget that Steam is located in the US and most likely is regularily checked by federal agents without anyone knowing shows how the US has zero issues with Steam and their selling of adult games.
Finally what it is worth, the selling of CP has been banned all over the US, the law however makes it CRYSTAL DAMN CLEAR that if a game involves a minor that the minor must be identified of who the real person is, if its not a real person then one must identify who its based off of, if it does not fall under either branch then the US regulates such games under art because no REAL CHILDREN were involved with the making of the game.
For what its damn well worth, that is how the actual law functions, but a judge can rule for or against the art regardless depending on how they see it, some states do have a ban on such art, other states do not, but states and their laws do not apply to Steam due to its private nature.
Due to Steams private company nature foremost, they could sell anything on their platform they damn well want and will remove it only if the United States requests it to, their literally under no one elses power besides regularly Congresses or State request, and for what its worth the fact Steam already prevents adult games with depictions of minors regardless of the above law I noted (they even did it to Nekopara 4 where they felt a catgirl that looked under age but was not but still wont allow it) so Steam is way above on the protection of children then anyone here will ever understand.
