Don't allow broken games like Kingdom Hearts 1.5 + 2.5. Instead of forcing a fix, Steam bans negative post and reviews.
More than 2 months after release, still broken on RDNA 3 cards.

The game appears to work with almost all hardware, they are aware of the issue seeking to resolve it, and it affects very specific cards & games so it's not a "broken" game since most wont have the issue.

As said, it's not broken in any way for the vast majority of hardware. But it should have a warning on the store page about it til it's fixed, that I agree.

People who don't own the affected hardware should be able to get those games.

I see no evidence of any such ban. The review bomb filter has not been activated, and the game has a "mostly positive" aggregate. with most of the negative reviews specifically talking about technical issues.

If any individual posts or reviews are being deleted, it's likely because they go against Steams TOS.

Is it necessarily the developer's fault and not the hardware manufacturer's fault for taking shortcuts in their drivers?

His last thread from yesterday in the Steam Discussions forum was deleted either by support or the OP himself.

He has one review that was banned for telling people to use an emulator to play the game. It was a big to do a while back...

You can ask either party. I only relayed information.

Sometimes Developers will try to resolve issues where their game code doesn't work well with specific hardware.
Sometimes the GPU Manufacturers make Driver updates catered to specific games for performance improvements or game-specific bug fixes due to being caused by their drivers.
