Please do not use Japanese payment methods to top up your Argentina account
I found that using a Japanese WebMoney card or a Japanese Steam prepaid card, you can top up your account in any region at a https://steamwallet.degica.com/ URL, which fraudulently bypasses the tax authorities and leads to a large number of non-Argentines buying games in Argentina. I tried emailing Degica, but they didn't respond, hoping to close this unexpected Argentine recharge channel so that it would only work for Japanese users

No, not at all, the Argentine peso recharged through Japan, was not taxed by any institution, which fraudulently bypassed the tax and completed the recharge

Why would you be taxed at loading up the steam wallet?

You should be taxed at checkout.
