Old DOS/Windows 95
I have this desire to play old games that are not functional with current operating systems and am limited to using open-source, technically sophisticated methods to get these to run on modern computers (i.e. DOS-box) in order to make these run.

Since my free time is valuable, I don't want to spend hours trying to figure out how to run this system when I could pay someone else a reasonable amount of money to do this for me.

Would it be possible for Steam to create a computer architectural shell that allows one to run these games with a minimum of user skill to run these programs. My time is valuable and I would be willing to pay Steam ~30$ for a robust program that can handle these programs, or 5$ for each archival game?

Is this viable for Steam to achieve?

For reference, the games I wish to play are the original Command and Conquer, Riven: Ages beyond Myst, and Dust: A tale of the Wild West.

These programs are not compatible with windows XP, as i've attempted many years ago to CD install them on that operating system. They function on computers in DOS or Windows 95.
DOSBox is your best bet, if XP mode doesn't work then maybe try running FreeDOS or ReactOS in a virtual machine like VirtualBox or VMWare, both methods are free.

Also, Steam has picked up some DOSBox wrapped games, the most recent being "I Have No Mouth, And I Must Scream".

You could just buy them all on Good Old Games, they integrate Dosbox right into the games somehow and it runs in the background. I recently purchased Starflight 1 and 2 (1986 and 1989 respectively I believe) and they run perfectly from the simple install, no problems whatsoever.
Or just download DosBOX and use what DOS games you already have. It's actually not that difficult to mount a drive in dosbox. or you could just drag and drop the executable on DosBOX to run it (if you use Windows).
It simply isn't in Valve's interest to make DOSBOX configs for a bunch of old games that they have no financial stake in.
GOG and Steam already hvae games that use doxbox for various games.

It's the developer / publisher of the game who decide and / or does this, not Valve.

How does "not in Valve's ineterest" translate to "Valve did that"?
If you want me to reword it as simply as possible if English isn't your first language, then here it is:
"Why would Valve support games they don't sell?"
Read it out loud to yourself then. You make it sound as if Valve has to make the DOSBox wrappers instead of the game's current rights holder I.E. the dev or publisher or whoever bought them out.
