Posting on the forums should cost Steam points
Either a pass of some kind that is purchased with Steam points and offers forum posting for a defined amount of time, or a smaller amount of points per post. Please do this Valve!

Pay to discuss with others? Respectfully, no thank you. That is shutting down open conversation and sharing of ideas.

I do think moderation of the forums could be better implemented to address when a thread gets out of hand, or you have some users making nonsense or rage bait threads/responses.

Making people pay to be permitted to speak in a (fairly) public space would go down a very bad road.
