HERE's HOW TO SWITCH BACK TO NORMAL UI

Can you explain this in more detail? I don't know what this means or how to do this.

Pin Steam to your task bar.
When Steam is not started, right-click it with the SHIFT key held down.
Open the Properties window.
Under the Shortcut tab edit the Target field to be:

"<<original contents of the target field>>" -vgui

Hit OK to save that change.
Click the pinned Steam icon on the taskbar to launch with that parameter attached.

Tada! Old and proper functioning Steam.
