Report a translation problem
I have two 27" displays side by side, one 1440p, one 1080p, and when I move Steam back and forth between them, I can see the scaling in action as it redraws. When I set a window to about 2/3 of my screen, it stays this size on both screens; rather than pixel counting like it used to.
2/3 of my 1080p screen is less than a 1366x768, and the settings menu indeed would be large there, but frankly that's a very low resolution anyways, so I'd expect that behavior. This goes WAY back to the old 1024x768 vertical minimum standards on 4:3 screens, so I'm not surprised by this. I just set my monitor to 720p to take a look at how it works, and it seems fine to me. It's exactly what I'd expect.
As far as font scaling, check your scaling settings in Windows. This can be an issue. I've had funky instances of Windows scaling messing with fonts on one monitor over another with certain software and fonts. Fiddling with the scaling on that particular monitor can make a huge difference.

I've a 24in 1080p monitor and the text and scaling seem to be quite fine on my display, the text all readable and it seems to be scaled about the same as the old SteamUI was before.
