whats with the headless horseman in skyrim? theres no quests for him
whats the reason being for headless horseman poping up in skyrim running around? whats the point of him theres no quests of any sort for him...

honestly he just runs around to random places but each time a person follows him he just runs off to another place on his horse whats the reason being of Headless horseman?

Well there isn't any quest. But try following him all the way.

He does something I guess, here it is so see it or play and find out yourself:
Stops his journey at a little cemetery West of Whiterun, skeletons and one strong draugr will attack you, there's a nice loot chest there. I will assume that he was one of the dead there, probably the strong one that's guarding the treasures. Either that or they killed him?

He just a easter egg from some other thing.
well i have been folllowing him all through skyrim across a bridge to a graveyard and he turns around and runs the other way straight through the mountains i followed him down mountains and up mountains in skyrim he does stop usually at the graveyard but he turns around sometimes and runs off the other way cause he sees you following him he does sometimes say something later on but probably will be an hour for you to get him to speak.

It might be a reference to Ragnar the Red.
that explains the music at the inn the guy sings the title "Ragnar The Red" and ya you might be right about the head rolling on the floor do you think they are reffering to the headless horseman on that horse?

i saw him around solitude. i followed him a bit past dragon bridge to a wrecked caravan and then he shot up into the sky, so... couldn't really follow him after that.

-The Old Orc might be a reference to Umbra going back to Morrowind, or it is just a reflection of the Orcs culture which frankly the TES series never delved deep into.
-The mercenaries are there for immerison, it would be unrealistic for such a world not to have some sort of hired blades one way or another
-The patrols are there because of the Civil war. It would hardly be a war if it were just farmers walking around and having verbal disputes. Granted the war is not so big, thus many mods aim to expand its scope.
