Stops his journey at a little cemetery West of Whiterun, skeletons and one strong draugr will attack you, there's a nice loot chest there. I will assume that he was one of the dead there, probably the strong one that's guarding the treasures. Either that or they killed him?
-The mercenaries are there for immerison, it would be unrealistic for such a world not to have some sort of hired blades one way or another
-The patrols are there because of the Civil war. It would hardly be a war if it were just farmers walking around and having verbal disputes. Granted the war is not so big, thus many mods aim to expand its scope.
