Valve should be attracted to this because it generates them lots of money to get the badges.
ALSO, they should offer higher XP than the measley XP that you usually get from crafting badges. Each badge should be worth AT LEAST 500 XP, increasing in value each badge level..
Then people would just stock up on $0.99 games That's about $5 for every level, so $1 per 100 XP. That's way cheaper than leveling up badges for most games.
And damn, people would go nuts over the games that go on sale for $0.49.
I think it would be awesome to have badges that show how many games you've gifted, but the XP has to be very little, to deter people from just buying cheap games for XP.
Make this badge akin to "Games owned" badges, and count only ACTIVATED gifts. Gifts who go into the receiver's inventory shouldn't be counted, although I don't know if we should count it back in the case he activates it later.

XP could perhaps reflect the value of the game to provide more benefit for buying a more expensive game. This would offer more of an incentive to make people buy better games instead of fill their library with PAP.
I LOVE seeing people comment , adding ideas to topics...However I HATE seeing people do NOTHING but criticise with EVERY post they make.
You may try a set amount of XP when your friend activate the game on your account. If we write a bad review, you lose this XP. But if he write a good review, double your XP.
I believe with this, you'll be more entitled to find games that will bring enjoyment, rather than costly ones just for the heck of it.
But of course, this would lead to harrasement from ex-friends, review abuse with friend complicity, and so on, rendering this idea invalid. At least I tried...
EDIT : added counter-argument, more money doesn't mean more XP in this, so Valve may overlook this idea to prefer StormCats's one.
You suggested 500 XP per level, and 5 gifts per level. So that's roughly $5 a level (buying $0.99 games). And with 500 XP, that would be about $1 per 100 XP, way cheaper than crafting most game badges.
Higher cost =/= better game.
The XP for gifting games has to be very little. Gifting should come out of the kindness of your heart, not out of your desire for XP. It would neat to have a little badge that shows how many games you've gifted, but the XP must be very little if any at all.
