I haven't been following the Steam achievement system for a long time and noticed I was close to getting 100% with Elden Ring awhile back—already platinumed it on the PS5. After I got 100% I saw the badge that I never knew was a thing. I immediately got excited that the badge was similar to the platinum trophy with Sony's system. Once you get 100% with the base game you get the badge but any DLC would just change your completion percentage. Come to find out I was wrong. I actually was going to start replaying games to get more badges.
The idea to have to do the base game and any DLC for the game is too daunting and would turn the achievements into a chore. No thanks!
If a challenge is too much a chore …. one needn’t do it.
Why should one be able to represent that so choosing is equivalent to doing the complete set? If the developer agreed with your perspective and had wished to separate them, they could have done.
And that is why I haven't done it. But that doesn't mean I can't wish for it to be improved.
It isn't the developer. It's the platform be it Sony, Microsoft or Steam. 99.99% of the trophies and achievements are the same between each platform. The built in flag is the same for each game to trigger the specific trophy or achievement. The difference is how the platform chooses to showcase those accomplishments visually.
I put 99.99% because the Platinum for some games is extra and not included as an achievement. Steam could easily set a flag off when 100% of the base game has been completed just like they do now with the badge. They could then let the badge remain instead of removing it when DLC is released.
Luckily I did some research and noticed a lot of games' Platinum trophy are also an achievement. So technically for these games one could just share the specific achievement on their Steam profile etc.

Dark Souls 3 (All From Software games I see are similar)
Achievement: The Dark Soul - All achievements completed. Congratulations!
Platinum Trophy: The Dark Soul - Acquire all trophies.
Days Gone
Achievement: One Percenter - Go above and BEYOND, unlocking every achievement in Days Gone
Platinum Trophy: One Percenter - Go above and BEYOND, unlocking every trophy in Days Gone
