There are many reasons to give a game a bad review before having beaten it or put 100 hours into it. Heck, if I don't like a game then I'm not likely to put the effort into beating it in the first place. That doesn't mean my opinion shouldn't count. Steam's review system works because it's accessible and easy to contribute to. Setting astonishingly high requirements to just be allowed to write a review runs counter to the entire point of the system.
This is just another "The game I like got a bad ranting, do something about it!" rant.
A Steam account of 0 means... NOTHING. Your account shows up as 0 if you have it set to friends only or private. Also accounts are set to private as default.
Someone just starting out on Steam and that game that you like is their first game that they play means they will have a VERY low level.
If you can't even get the game to start up how are you suppose to get 100+ hours to give it a negative? Also if you are actually playing for 100+ hours, you more then likely like the game and your suggestion will just skew all games to positive because no one who doesn't like the game or has problems with the game and wants to refund the game, which they only have 2 hours to do, will ever be able to leave a negative recommendation.
Also it takes you about 10 seconds to change your IP address, almost as long to change your hardware ID (before you make that suggestion too). You can look it up on the internet. Literally unplug the power on your net box, wait to a count of 10, and then plug it back in and your IP will have changed. Most ISPs use dynamic IPs and all your suggestion would end up doing is banning innocent people.
So all 3 of your options are bad ideas that will never happen.

Again, that game has over 95,000 reviews. When a game has that many reviews, any inaccuracies on an individual level become completely moot. It's got a "mixed" aggregate because, by and large, the player base has mixed feelings about the game.
