Redundancy can be good and can probably get Valve's attention to finally implement this some day. :P
Anyway the OP in the topic you linked focuses mostly on font size, here I am talking about the whole scaling including the pictures, bars, fonts etc.. just like when you zoom in on a web page and everything is enlarged.
I'm not. It's Valve we're talking about.
well you are right, probably, just saying i don't see the issue personally.
i'm at a 32" dell 4k, if that matters. and i sit about 150cm away from it, sometimes more.
maybe they could add scaling options like at the webbrowsers, if that's even possible.
Then I suppose you're using something like 150% or even 175% in Windows scaling options.
I can't go above 125% without breaking the UI of some apps I use (mainly graphics and some niche programs).
The Windows scaling is really bad and usually not a good solution.
As for the necro, Steam should be scaling by the DPI setting currently set in Windows; it seems to scale fine for me.
The option is called "Enlarge text and icons based on monitor size" under the "Interface" tab in the settings. Check the image for details.

The feature that I and many people want is simply custom zoom that you can set while browsing the Steam store in the client (something similar to the zoom that you can apply on Chrome or Firefox for example).
