There are also installers and ways to Downloaded a small amount of data and install part of a game fairly quickly. However you haven't downloaded the whole game. You have download the intiail part of the game allowing access to early parts of the game while the rest downloads and installs in the backgroud. You can't visit everywhere early on in openworld games or reach a specific area until you reach a certain chapter in others. This is how this type of installer works.
I'm not saying this is how Rockstars installer works for GTA. It could be I just haven't tried it and I'm not about to buy GTA to find out.
