Updating and improving guides system

Finally update and finish the guides. Steam has a whole community of people who love to create guides for their favorite games, but since 2012 the ability to create them has been given, so it has remained unfinished. For example, "formatting help", since 2012 there have been non-working tags for tables: <table equalcells=1> and <table equalcells=1>, some features have not been added, for example, hyperlinked images (although there is a hyperlinked text). Not a very convenient interface for working with images for the guide, when the guide sometimes crashes pictures (a feature of the Steam servers where they are stored, when pictures just break and their size is 0 kilobytes and they can not be restored, only re-upload), you have to delete one picture at a time, which takes a lot of time if the guide is large. The platform is so old, it has acquired a huge fan base, it's time to update the guides.
