sound not working on my pc steam account

I have my computer hooked up to my TV. I went on tonight to play a game but there is no sound. The sound will still work on my TV. Any suggestions?

DRAGON_FLIES, ignore that ♥♥♥♥.

I somtimes get a hissing noise and nothing else from my speakers. I need to completely shut down pc. I mean off at the wall and back on. It's lessened more after I made some regtweaks but Steam would probably ban me (again) if I posted links to solutions.
