Allow more customization for how reivew scores are filtered by language

Most importantly, at present it is not possible to go back to the old method of seeing review scores. There is a singular option to either use the new system, or to both see all languages, and also see off-topic review activity. I want to see all languages, but to hide off-topic review activity.

Secondly, there is no way to customize this if you are not logged into Steam. I do not live in an English-speaking country, yet when I'm logged out, I still only see review counts in English. At the very least have some URL parameter to change this.
