Hmmm.... seems like something you could just do yourself. And if you do it yourself, probably harder to bypass since any security measure steam implements will have hundreds of you tube videos explaining how to bypass it....
Just like set up a password on the folder that steam shortcuts to for that particular game. I'm not a programmer, but it doesn't look that hard if just looking for a simple option that blocks people like me that don't know much about programming:

PS: I don't know how steam will react to locking various folders within the game. And if the user just uses "verify integrity of game files" it would remove it... But if you are just looking for like a barrier for people that don't really know what they are doing, it might do that.
