Though it's worth noting that due to the way WIndows allocates ram, Steam processes only really use ram when they are in the foreground. Once they're in the background the ram is freed up.
steam rarely reaches 400mb for me, if you've only got 4GB you need to install more ram

Upgrade your ram, simple logic, has been a requirement for years in computers.

Fair point. Not every machine can support 32gb. My second machine maxes out at 8gb. and many modern systems tend to top out at 16.
Hmm, most modern systems tend to max out at 256GB. My Q9650 retro rig has 16GB of DDR3 with quad SLI GTX 280's.

So, 4GB sounds very very low for use today.

I don't know of a single modern system that caps at 16gb system memory.
Maybe single stick cap of 16gb back in the early ddr3 era, but even mid-late ddr3 stuff was capable of handling 32gb dimms. My old I5-2500k had 24gb of system memory(2 4gb sticks and 2 gb sticks) and that had a max total memory of 32gb.

Edit: Apparently first gen core processors had a 16gb limit, third gen(2000 series) had 32gb, and it has increased ever since.

Try using the previous way more resource efficient previous Steam's User Interface (UI) - Guide link, which used around 200MB's of PC's system upon the Windows 10 "Task Manager" instead of the current resource and boatware hog. :winter2019happybulb:

Been using it for around 2 years now and appart yesterday it forcing me to open it without the "-vgui" command just to allow its newer data mining clusters to supopsedly update my Steam's version of Assassin's Creed: Syndicate (AC:S). And why do I know for sure that it was that? Because it's been years since I've forbade Ubi$oft Connect to update AC:S and amongst the "Corrupt Updte2 data before I stopped using that previous' Steam UI command it mentioned something about an "*steam.cloud.alibaba*" crap amongst one of its attemtps. :baa:

well I'll try it and see how it goes
it's better, I did the version that's labeled "last update before -vgui removal". memory use got down to 52mb. some pages don't work right. but still if valve can release steam lite then it would make things easier. right now they seem to be focusing on current tech and one day the newest version of steam won't be for win10. I don't want to upgrade to 11 because it looks bad and this pc isn't compatible. computers aren't built to last. damn tech giants want you to buy something better when your device is outdated. they're coming up with improvements too fast now. I remember when releases were at an acceptable pace.

They don't really need a "lite" client if on average it consumes ~500MBs for the client.

If you have 4GB, most of that will be used by your OS, basically 4GBs is browsing, video playback and super light gaming. 4GB is not much, you should be using 16GBs at the minimum especially if you want to play games. Though at 4GB, I have doubts that the rest of the hardware can perform very well.
