Steam Categories and Tags desperately need an Overhaul
As it stands right now, it's incredibly hard to actually utilize steam tags and categories.
For example, if you go to the "Platformer & Runner" category, you're going to find games like, Final Fantasy 7, Thank Goodness You're Here, and Tokyo Extreme Racer....
Each category is like this and it gets immensely worse when we start digging through tags. Hell, I've seen multiple games tagged as multiplayer that don't offer multiplayer at all.
A great category and tagging system would help devs find their customers so much easier and increase sales for sure.

My suggestions on changing it

Separate dev tags and community tags, they kind of are already.

Do not allow community tags to be the same as tags used by the devs, for example, there's zero reason the community should be able to tag a game with "Platformer" or "Multiplayer". That should absolutely be something the devs of the games handle.

Add a way for the community to report both community tags and dev tags, for those few devs that are abusing the tag system. Enough reports should either result in a steam team member reaching out to the devs to sort it out, or if the manpower isn't there, consider having the tag removed entirely and allow the devs to appeal the removal.

Restructure the categories and separate the categories that are combined. I believe action and arcade are combined and Platformer & Runner are combined. There's no real reason for this that I can see. If I'm looking for an arcade game, it doesn't mean it will be action based, and I, as the consumer, don't want to dig forever to find something to catch my attention, let alone dig through a bunch of stuff that doesn't even meet the criteria for what I'm looking for. Same with Platformer and Runner, those are two very different kinds of games in many cases. Subway Surfers and Mario, while similar in some ways, are not the same kind of game.

No, these ideas are not fullproof, I get that. I'm totally open for more ideas that may be leagues better than what I've described here. The bottom line is, we really need a better way to define the types of games were looking for to make shopping easier on the customer. The customer is digging, wallet in hand, wanting to spend money and I promise, many are missing so many games that fit exactly what they're looking for, all because they lack the tools to do so. Customers are fickle as hell, why make them jump through more hoops to spend their money.

You can report tags and it tells you if there are enough reports the tag will be removed

You're right. You can't report categories though, and that needs a clean up as well.
