Text-based content creation (articles and long-form posts)
We have the ability to publish artwork, Workshop creations, videos, guides and so on but we don't have the ability to create articles or written work.

This would be incredibly awesome to have, especially for those of us who love to create roleplaying backstories for characters in RPGs, or write in-depth evaluations of games beyond standard reviews, or even make up fan fictions (provided there are some healthy restrictions there, of course).

As a writer, I know I'd personally love to write articles for all of my RPG characters, both to keep track of my characters' stories and to publish those stories for others to read. It also would make it easier for roleplaying communities in online games, where the individuals can just point to a link for their character bios on Steam rather than having to type it out in-game or use a third-party service.

Sounds like you should make your own group. Can do all of that inside a group, establish rules for content, etc

Sounds like you want a blog. At some point, we have to acknowledge that Steam cannot and should not be the Swiss Army knife of the Internet, ffs. Quite frankly, there's a lot of extraneous nonsense that should be done away with as is.
The feature you are looking for is called "Steam Guides".
Steam is effectively a PC gaming social network on top of being a platform to buy and play games. I could use a group, sure, but I'm referring mostly to how you can post artwork, videos and so forth and they're linked to your profile.

I also refuse to make guides to post my stories and whatnot. I hate how the "guides" on games tend to overwhelmingly be stupid, irrelevant, unhelpful content like "how to get a life " or whatever.
