Steam needs the browser to function, every page uses the browser. If your addiction is that bad that you are trying to access pornography through steam you need therapy to help it

the steam browser is a core part of the steam client, it cannot be seperated

I believe they're either talking about the ability to buy DLC or the ability to download Workshop addons.
