Steam is blocking graphics debugger (Windows PIX and Intel GPA)
I cant debug games without applying cracks, please remove whatever block you placed to prevent players from hooking the graphics API

That would be games that use Denuvo, EAC, BatlEye, VAC or others.

Steam itself should be fine.

From what I can find from Googling 3:0000065432, it appears to be an error caused by antivirus software.

There's no Steamworks documentation about that error code, and it doesn't follow the format of other Steam errors, so my guess is that the "Steam Error" dialog box is not being popped up by Steam itself but rather some third party wrapper or library that the game uses.

One thing you could try is creating a steam_appid.txt file in the same folder as the EXE file with the game's ID number from the address of its store page. It might not help, but it won't hurt.

Already did that, this only happened after a steam update and I also have windows defender disabled. (I have a GPA capture dated Nov 24, 2024 of the same game I was debugging)

Things I've tried: steam_appid.txt, reinstalling steam, reinstalling the game, reinstalling Intel GPA and Windows PIX, uninstalling recent windows updates, disabling any overlays and uninstalling nvidia app

The crack I tried is a steam emulator without modifying any of the game files. This has to be related to steam itself since I did a frame capture of the same game on Nov 24, 2024 without any crack.
