How to download the English version of a game ONLY!

Can we adjust what content we want to download for each game we have?
I mean, I don't want to download all the 7 languages for AOE4, each language can reach up to 2 GB of voice over content!
beside that 4K videos for a standard screen I have! I don't want these videos anyway!

The developer decides how to package their game. Take it up with them. I don't think Valve can control how games are bundled up or how content is added/removed.

Petition the developer to push each of those languages' assets from the main game into individual free DLC.

I guess someone can create a potentially well awarded guide on how to easily replace unwanted localization files with ~0 byte files and never verify them.
