And they did think of this... they gave you the ability to set your download speed in Steam. Since they would have no idea how fast someones connection would be, they can't set a specific speed themselves or even just set it to X% of your speed themselves, so they gave you the ability. And remember your download speed can vary because of others in your home using it to stream music/movies/shows/youtube/whatever.
Well till Valve ever does this, which I highly doubt they will, all you can do is set your limit like I suggested.
Thanks for making it clear that what it was clear to you that I was already clear about the download limit in steam (and clearly I would not set one as a solution to this issue) and that as a result, your suggestion to set a download limit was very clearly the most dense and impotent suggestion given said clarity of my position.
