Age of Empires 2 is in the big thing at the top of the sale for me. Command & Conquer is not, because I already own the entire series on Steam.

Square Enix doesn't appear to have opted Supreme Commander series into the fest. EA didn't opt in any of the C&C franchise. They can be found during a search on the Fest page, but since those publishers decided not to join the promotion, those games are not being promoted like the others.
Publishers often have to opt their games into the Fests and choose to discount their games during those Fests. Valve doesn't do it for them. Valve creates the event on Steam, let's the publishers know when to expect them, and provides links to the publishers to assign their games to them. Valve dropped the ball. The week is not even into the completion of RTS Fest, and it's already bumped down from the main marquee by Final Fantasy VII Afterbirth.
Nobody on the consumer end gets notices about registration for these things so it's a null point. Thank you for the nothing-contribution, but please continue making facetious posts as I'm sure you regularly do.
Again : Valve dropped the ball on promoting RTS.
If these games aren't on the list: you might as well not have initiated the event to begin with.
If these publishers did not sign-on for the event, it should've been postponed or called off altogether until they're willing to play ball.

Yeaaaah. That's not what turned out for the RTS Fest. But you keep on posting!
If they don't, they're the ones who dropped the ball.
Keep in mind that "games I want to see partake aren't" isn't actually a compelling argument whether such a fest is neat or not.
Having said that, I'll try to use smaller words and ELI5:
Valve make event.
Valve tell gamer maker "here event. plz join"
Gamer maker say yes or no.
Valve take yeses, put in event. Ignore noes.
Make sense now?
Dev/Publisher choice what event to join when they don't make the event, simple as that.
