redeem code suggestion

i got a suggestion to be able to redeem codes without having to own a game example when sega gives away codes for cosmetics to email subscribers you cant redeem the code until you buy the game and with the change you could redeem the code get the cosmetic ready for you for when you buy the game

The point of codes and items like that are to reward people who already have the game, or to encourage people to buy the game while the offer is active. Simple as.

Your idea defeats the entire purpose of why those rewards exist.

@BJWyler while yes thats the point of it you also gotta remember you can do this said thing on every other platform but pc you can redeem codes without owning the game on xbox nintendo and playstation heck you can even go as far as buy dlc on those platforms without owning the game

Consoles are a different environment than PC, thankfully. Just because they do it doesn't mean PC needs to do it.

@bjwyler agreed thankfully and yes because they do it doesnt mean pc needs to do it but it is a harmless suggestion none the less it likely wont go anywhere but hey XD

FOMO is a business model. Your idea would undermine this business model. Valve seeks a delicate balance between users and publishers. While they will curb on obviously unfair practices, they will not ruin legitimate business models in favor of the customer.
There is one way you can curb against FOMO: Vote with your wallet.

Game devs can already do this is you have an account with them but that would require them to also require that same account to also offer linking to Steam.

Twitch drops and Amazon giveaways already handle it in this fashion without the need for Valve to do a thing on their end.
