Explain why would steam never sell video media? They have tried once already.
That's a pretty good reason for them to not do it again. They already tried and weren't happy with the outcome.
Because they've found a strategy that works better for them. Rather then do anime it would make more sense to partner with indie dev's to fund their game. There is so much competition for anime among the existing platforms that its not cost effective to try to squeeze into that market
A successful business knows when to focus on a single market to ensure a profitable bottom line year after year. Valve knows it's business, and anyone with even basic business acumen knows they have carved out their niche so to speak, here in the Digital Gaming Distribution space and it would be follie to branch out into another space where the margins simply do not have a good ROI when you need to compete with the already established powerhouses, just like other gaming platforms have learned when trying to take on Steam.

They sell video games as their primary method of operation. This also includes software; products that need a PC.
There are plenty of services for anime as-is, including Prime, Netflix, and free services like Pluto etc.
It's an unnecessary idea, and since there are already multiple subscription services and even a free place to watch it legitimately, makes the suggestion even more unnecessary.
