VAC bans NEED an appeal system.
My account was hijacked, my account has a VAC ban listed on it now. I constantly get abused after winning any game now by people because of this. I have offered to prove and I have provided proof that I have never cheated in these games as I know what hapenned (accessed through a different country and once assets didn't load into PUBG at the start of a game so I didn't see things like houses etc and probably seemed to be able to see through walls - I can recreate this bug that is the games' fault and not mine, still). I understand the want to just ban people, but if i'm giving money for a purchase and then Steam deletes my purchase without ever giving me any kind of trial, Steam has stolen my money. I don't care if it's policy, policy isn't law and the law states that someone must receive the products which they pay for. I've done nothing wrong and Steam is failing its' duty of care by allowing myself to constantly get abused as i'm labelled a VAC banned user which is clearly the intent of Steam to show and shame me for something I never did (or else why have it on my account for others to see). I no longer want nor can use any games on steam that are multiplayer as intended because they're simply not intended to cause me mental issues via constant abuse so Steam destroyed any value of my whole games library.

You have a VAC ban AND a Game ban.

For PUBG...

We do not provide exact details / reasons for the ban due to security reasons.
We do not unban any accounts that have violated the terms and services for the above reasons.

For VAC bans...

I was not using my account when it was VAC banned. Can the ban be removed?

No. Any bans added to an account will remain regardless of who was using the account at the time the infraction occurred. Ultimately, the use and security of your Steam account are your responsibility.

While we understand this can be frustrating, we must maintain a zero tolerance policy for cheating to foster a fair game that all players will enjoy.

In short, the ban is against the account. Was the account used for cheating? Then it being banned for that reason is appropriate, your assumption that anyone else using your account makes it immune from consequences is false.

Also since you're responsible for keeping your account secure and did not doesn't provide you with a get out of jail free card.

I think you've learned a lesson of why it's very important to keep your account secure. Failing to do so may have some stiff consequences.

Your self serving interpretation of "the law", and willingness to dismiss any contract you find inconvenient, which is itself something governed by "the law" kinda just highlights your cherry picking and lack of legal expertise.

Was the account used for cheating? Then the ban is correct. The VAC ban is applied to the account, not to you. VAC doesn't care about game bugs, it only cares about hard evidence of third party cheating software.

Better suggestion: don't cheat.

Unfortunately VAC bans issued while the account was stolen will not be lifted by Steam.

A long time ago, before the account hijacks became an epidemic, Steam Support did remove some of those as a goodwill gesture. It didn't take long for cheaters to create 'hijack clubs' where they shared their accounts to claim they had been hijacked in the event a VAC Ban happened due to their cheating.

Since then the bans stay, account hijacked or not.
An account with a years old ban that has never posted before until now, you sure you didn't buy this account to try sell the inventory and then get mad you got scammed?
Account cheated Nd was correctly banned. If 'Hijacked' accounts tesulted in an unban every cheater would fake a hijacking, extremely easy to do, cheat then appeal to get unbanned. Thete would be 0 reason to ban anyone.

If you want an account without a ban create a new account. Family share games from the banned account with the new account so you can play your games

No, it doesn't.

There is no way that would lead to a VAC ban. But I bet you thought that sounded convincing.
