STOP RE-ENABLING CLOUD!!!!
Again, I log on and see a game claiming 'Steam Cloud is out of sync' and I turned it off about a week ago. WTF?

Considering I lost MORE save data when this happened last time this is rendering steam unusable.

There is a global setting.
Steam settings>cloud>enable Steam Cloud synchronization for applications which support it.
Losing data when updating Steam means you chose the wrong one to update and your saves were over written. Always choose the saves on your hdd.

Why not? I have a similar problem and if you want to help me, then you'll have to help the OP as well. And I guess many other people may have the same problem, but they are not going to ask.

The problem I have is that people come in with the forgone conclusion that nothing is wrong with steam and that I'm doing some wonky ♥♥♥♥ that not even a tech illiterate boomer would do. It gets real old real fast. I aint here for advice, I'm here to tell Valve to knock it off.

The problem is YOU'RE POSTING IN THE WRONG FORUMS! If you have an issue you can post it at Steam Client Beta > Bug Reports. Yes, it's OK to report bugs from release versions.
There is a bit of miscommunication going on here. There are two issues:

1: Steam Cloud losing save data and not giving this choice people keep mentioning. The first time this happened was at least 2 years ago so I'm assuming the choice is new, but I didn't get it two weeks ago when the GLOBAL setting was changed without my knowledge or consent.

2: THE GLOBAL SETTING WAS CHANGED WITHOUT MY CONSENT

Yall keep talking about issue 1, I'm mainly concerned with issue 2. As long as users have a choice in whether or not to use the cloud in the first place issue 1 is secondary.

Another thing to be factored in, this kind of switch flipping is standard practice in the tech industry, social media sites have been undoing all 'opt out' options every update for almost two decades now. So no, I don't think this single setting being quietly flipped every two weeks is a bug.
