Port SteamCMD to ARM (64-bit) for Linux

I think it's time to consider porting SteamCMD to ARM 64-bit for Linux. It would be a major step forward to eventually enabling dedicated server applications for the Counter-Strike and Half-Life series to run on ARM-based servers. Before something like ReHLDS[github.com] could be ported to ARM, SteamCMD support is one of the first requirements.

ARM-based servers, relative to their equivalent x86 counterparts, are becoming a game-changer in terms of cost efficiency for game servers, and it feels like a missed opportunity for Valve not to tap into this. It’s a small change that could have a big impact in cost savings and community growth for your first-party games.
