It wouldn't do much. The main problem is lack of parenting, bad kids are a result of bad parents and unless Valve starts asking for everyone's licenses's and other form of government ID, nothing would stop a child or anyone for that matter from making an account.
Then effectively nothing really changes, kids below 13 are already not allowed to play. Raising the age one year won't stop anyone below that age limit from making an account or having their parents make one for them.
As I said before, the only true solution is parenting, without that, you're going to have toxic kids. Who will then grow up to be toxic adults regardless of whether they're on steam or some other platform.
