Blocking stalkers does not block stalkers
currently blocking a user has utterly no effect
blocked users can
1 comment on your screenshots
2 comment on your artworks
3 comment on your profile
4 stalk your discussion posts
5 reply to your discussion posts
6 mass report your discussion posts
7 mass report your profile

this is not what blocking means
this is clearly valve being lazy and not giving a single crap about its users
at what point is steam going to take action against stalkers

Forums are public so you have no right or reason to stop them.
Mass reports don't do anything either, you could report someone for anything 100 times and if Steam moderators don't see rule breaking, they won't act.

Blocked users can't do the first 3 things you listed. As for the 4th thing, even if it did stop blocked users from viewing your discussion posts, all it would take is logging out and viewing your post history in the web browser to watch your discussion posts.

Five would give too much control over the forums as you could simply mass block people and then they can no longer reply to your threads, which makes it easier for people to control whatever narrative they want to push.

As for 6 and 7, mass reporting does nothing if you haven't broken the rules.

so im supposed to believe the Ex steam moderator over myself when i just checked that account with an alt that is not currently marked on my friendlist and the peppermint profile screenshots were locked when checking from that alt

I literally have trolls blocked thanks to them commenting on my profile and a swift blocking ensured they could not delete their comments that I properly used to report them so either your lying or making up stories
