I make notes of everything I do. I use my desktop and many other people do, to keep track of things.. Yes, It would be nice to have it on Steam, however, Steam only loads one page at a time, and so ... it is more advantageous to use windows (or whatever OS you are using) as this allows multiple pages to be on - screen at the same time. Something that Steam cannot do :/
I find it difficult to operate with only one page loading at a time (taking a long time sometimes)... so I find using alternative systems essential, really.
Your suggestion is a good one, though, refering to when in a game, to shift / tab into Steam interface, and be able to get to the notes you have made whilst locked out of desktop - makes perfect sense to me.
I wonder, what if you use your profile comments for now? :)
I would love notes that I can place both on the overlay, as well as in the Steam browser. There is info I need on my actual library list such as login stuff for 3rd party authentication for games or maybe which friends I should be bugging to come play with me. Notes on my wishlist would be useful for reminders like, "Be sure to grab this game in the bundle!", or "Get the multiple copies for my friends so I have someone to play with!" etc.
Notes on the overlay are awesome for the puzzle games that ask you to write stuff like keycodes down for use later in the game. Writing stuff on paper is fine, but I am a serial game shuffler, and won't necessarily come back to that game and the puzzle before the paper scrap is thrown away! I feel super guilty googling answers when I know I already had found the answer earlier in the game, I just lost the paper scrap...
For the friend's list, "Nicknames" does work for now, since I don't currently have tons of friends. But, in the past, when I have had huge friends lists, I needed note features to remember who they are! Many times a friend is tied to interaction in one game, where their handle is different, so a note feature is very useful for keeping track of not only their alternate handles, but if I haven't played the game in a while, how I know them and why they are on my friend list.
I don't use the market, but I imagine it would be super useful for tracking prices and making shopping lists.
Really, the usefulness of a note feature is pretty extensive, and ties together the idea of Steam being a 'whole package' for gaming with everything we need for PC gaming. :)

If I have the money, maybe I buy the guide to whatever game I'm playing, but it's more fun to make my own for the second playthrough :P
Maybe a bit too contrived for too little use, but just an idea.
