You'd be better off removing the capacity to submit screenshots to repeated offenders (if it doesn't exist already), which have indeed SHOWN that they don't care. The drawback would be that they "need" to post offensive screenshots to be banned, but I don't believe in such things as "punishing for suspicions".
Anyway, if there is a penalty to repeat offenders then that's a step in the right direction. As far as art submissions go, certainly it will be difficult to moderate them effectively. However, for dummy screenshots which are just pictures off the Net, there is a way to limit that.
BTW level doesnt mean anything on steam other than I have loads of money and spare time. I met someone who has been on steam for nearly 3 years and is still only level 2.
Regardless, I am not talking about the grey areas we can argue about until the cows come home. There are clear cut examples in which an image in the feed obviously shouldn't be there, and if not part of the game nor related to that game, should it be in the feed?
But anyway, I am not here to be some kind of moral crusader. I am pretty damn liberal when it comes to putting content out there. It was just a suggestion, and if reporting such things is the only way community feeds can be effectively moderated, then, that's just the way it is.

I rally think it's about time Valve re-visited the subject and redefined what is and isn't acceptable. to my mind, it's pretty simple, this is a gaming community, not a porn community.
Some users just don't care about the rules and with 60+ million users on Steam it gets quite hard to Moderate all of that with a small company.
As we have many groups already. each new one, or changes to (name pic and descript) first needs to be approved before release. Though it is alot of work it is the conservative approach.
Then just weed out those existing via reports
I'm fed up of this crappy excuse of a response. Steam is a community that involves young users to interact in a supposedly 'safe' environment, unlike the ''internet'' which can be full of whatever you can imagine.
There have been debates and arguments about this issue for a long time. I haven't really seen Valve do much about it either. Better just do what I did and stay away from the polluted areas. Enjoy steam with friends and be selective over where you go.
You're always gonna get jackass behaviour no matter where you go. Oh yeah, and as has been mentioned, if you do see anything not right, just report it. It's the same in real life bud..anything can and does happen.
