You mean that pop-up when you boot Steam? I have no issue with them, I keep them enabled on purpose.

If you mean that they're popping up when you launch a game from the shortcut, that's a bug I think.
I mean both cases. Support does not solve the issue.

I have had the pop up window disabled for years.

In the current client you turn it off via: Menu > Steam > Settings > Interface.

It is listed as: Notify me about additions or changes to my games, new releases and upcoming releases.
As you can see from the post above, this is a favorite support tip and does not solve the problem.

Thank you of course. I have implemented this favorite support tip many times, including after reinstalling the client. The problem is not solved.
It's a little buggy/system dependent. For some people turning it off works, for others it doesn't. I think I've once had it magically start appearing again while being off, but that was some time ago so I'm not sure I didn't just change my settings. For me, I have had it sometimes switch between only appearing when there is something new vs popping up every single time I start Steam with the same ads(so probably what's happening for people who launch games from desktop icons). That problem lasted a while so I had turned them off. but it did get fixed eventually. For a long long time there was an issue that the first page of it was always a black screen, corrected by flipping to the next one and back but a problem when there was only one. That seems fixed now with the latest UI update.

As for the ads themselves, they're not my favorite thing in the world, but sometimes they've shown me something I care about. So I leave them on, as long as it's only showing them to me once.

The fact is that this appeared a few weeks ago after one of the steam updates.

And yet i have tested every update via the beta since the client released back on 19 Oct 2019 and have not had that pop up window during all that time.

It will only show if i ENABLE it.

You could try repairing the client, OP.

One thing I would recommend is to go into your Steam folder and delete everything but the steamapps folder and the steam.exe file. Once you've done this manually, run the steam.exe executable and Steam will rebuild itself. As long as you did not delete the steamapps folder (which contains all your game installs) you will not lose anything at all. This has always worked like a charm whenever I've encountered wonky issues with the Steam client that don't seem to have an easy fix.

In a way you are verifying the integrity of the Steam Client itself when you utilize this process. It's basically a refresh for the Steam Client and will override any previously corrupted files or add missing files back you may not have been aware of.

Yeah, there should be an option to disable that, for sure.
