Achievements are literally meaningless.
Valve isn't going to make achievements mandatory nor punish those who don't add them to their games.
You forgot that part.
WHY?
It's fine if games have them, it's also fine if games don't have them.
That's not very realistic. Achievement aren't required. There's no way Valve is going to dictate that requirement to developers.
People who elect not to have achievements in their games did nothing wrong, and should not be punished. The malice you feel about the subject is the problem. Completely irrational and misplaced.
Achievements aren’t a necessity, if you require them though for enjoyment, then simply don’t buy games without achievements.
Also big AAA devs like Ubisoft... Far Cry 6.

It is a request that others have suggested in the past.
Valve and Ubisoft though, would have a wonderful business call:
Valve: “So, we’re refusing to promote any future games if you don’t create some achievements by tomorrow. Chop chop.”
Ubisoft: “D'accord. Let me just Google Epic’s business number…”
Some publish their games without achievements, then add them later; others don't add them at all and never even plan for them, and that's perfectly fine.
If anything, I'd rather more games had cards (because cosmetics).
