You could have found that easily by searching...
You get upset people people "snip" stuff, yet you are not upset when people won't quote you? Right, then you will start to complain about people being out of context when posting because you've gone back and changed your original post.
If Valve were to do this... it would not actually stop quoting, why? BECAUSE OF COPY AND PASTE.
People can already quite in....

So many ways to quote someone.
Again if Valve ever did this they would also have to make it so that when you make your post, you can no longer delete it and you can no longer edit your posts after making them.
In fact you should not be able to delete/edit any post after someone has made another post under it. This would solve a bunch of problems. But it would also cause more problems with people making more then one post in a row "fixing" errors and what not.
Be aware that the quoting system and posting history is intrusive to a users privacy but they have no issues invading that privacy, so feel free to invade there privacy and use the things they said years ago to expose them as nothing more then steam propaganda agents.
I don't add "snip" to the quote.. I just scope in to the part that I am replying to, so as to avoid quoting irrelevant things... If we had to include everything in the quote, then we should include everything that person has ever said or written.
The reality of a forum is that it is non-linear.. multiple people are replying to multiple other people.. quoting adds context so it can be seen who / which post we are replying to.
It's really easy to avoid, don't post in a public forum.
