Random Gift Generator

What if we wanted to give a gift to someone, but wanted to be random about who it was that recieves the gift and what the gift was? Right now I would have to select a random game and then select a random person out of my friends list by either using number randomizers or drawing names out of hats, but let's say there was a fairly simple randomizer for this sort of thing. Just plug in a few options for a person (say, someone who's been active within a set period of time, etc.) and then for a game (say, under 10$ in price, etc.) and then bring up a final selection and if everything looks okay they can click on "Agree" to go ahead with the transaction.
