Unless laws regarding digital content and licensing changes, something like this is very unlikely to come to be. It's not wanted by game devs, publishers and platform holders.
Heck, even consoles are going the way of digital only versions.
Valve isn't going to cannibalize their primary market by creating a less profitable secondary market. There's a reason why no other online game distributor is doing that either.
I cant tell if this is sarcasm or not. Used digital copy??? What are we even talking about.
