Wishlist for games you have.
I often intend to buy games I already own for friends, but keeping an eye on sales for games you already have is a bit more complicated, since it's not possible to add them to your wishlist to receive sale notifications. I believe being able to add games you already own to your wishlist would be very useful—or even having a separate list entirely, like a gift list.

Your friends have a wishlist for a reason.
If your friends want the game, they can wishlist it themselves and you can look at their wishlist and then buy it as a gift for them.

Steam has no reason to allow users to wishlist games they already have.

Really funny joke you got there, but that's not the point. You're not your friends nor do receive notifications for them if you didn't know that.

So check their lists. Its how your friends tell you what games they want.

It's not hard to see what a sale is happening.
When one is, go check your friends wishlist and see if any of their games they want are on sale.

Or you could make a second account and wish list the games on it.
The author of this thread has indicated that this post answers the original topic.

What if the friend doesn't have Steam yet?
What if the game isn't in their wishlist but they might like it anyway?
Why is the friend's wishlist a matter?

Send your friend a gift card and let them decide when to buy the games they want.

You do not need to control your friend's library.

If the friend doesn't have a Steam account, you can't gift them the game anyway.

The user can tell their friend about it and the friend can wishlist it themselves.

The wishlist if for games the user wants to buy, not to track games to buy for other users.

You can send gift in an email message, that will invite them to create their own Steam account, so you can gift them a game before they own a Steam account.
The user could want the gift to be a surprise and not state it explicitly to their friend.
Sure, that's the op request: a "to-gift" list, where owned titles can be added for future gifting when relevant.

The target MUST have a Steam account.
You cannot gift to them if they don't have one.
When gifting a game, the purchase system asks you to select from your Steam friend list on who to send it to.
If they don't have an account, you cannot gift a game to them.

The digital Steam Gift card is what prompts them to make an account, not a gifted game.

seconded. I've always wanted this and I'm sure there are plenty more people who like to give steam gifts regularly and would like the convenience of normal wishlist notifications instead of using a third party or manually checking things constantly. despite the offense and confusion of some antisocial morons whenever the concept is brought up, I see zero harm in allowing owned item wishlisting or sale notifications other than possibly the confusion of a few people who might use it by accident, which could be solved by making the functionality a user setting or a library context menu etc

personally, I'd have bought scores more gifts by now if the wishlist feature wasn't arbitrarily limited the way it is. if I really like a game, I want to re-wishlist it, see when it's on a good sale as with other games, and have the chance to buy another copy or two for friends I expect would like the game too, ideally with the ability to see on the wishlist or in the notif who else has wants it. steam is the only site with a wishlist I'm aware of that prevents you from using it if you already bought one copy of the product and that policy only seems more bizarre every year

Just a clarification that curator games on sale will only be displayed at the top if you customize the curator settings that way. And also, the games need to have sold a certain amount of copies recently to be included in the "specials", from what I've figured out

Hmmm, I am no expert, I just made it and it sort of happened so I won't argue. It seems to work though.

Maybe that used to be the default. I started a curator a few days ago, and the only box or list that was there was recent reviews. I had to open the page editor to get Specials to show up. My older indie games weren't included tho, only games that also qualified for Top Sellers.
