Ban evasion is generally not accepted, but is not a part of Valce rules
Most places dont allow ban evasion and even list rules in regard to it, because that shows ill-intention a majority of the time, and as we've seen when people abuse alts/ban evade without punishment they just troll or argue all the time.
IP bans do nothing but hurt other innocent people. First IPs can be changed easily are are not unique. Some ISPs route multiple customers through the same IP, also not all ISPs use static IPs.
I have to pay for a static and unique ip from my isp.
How would you feel if your IP ended up in Valve's ban list because of someone else?
