I don't see it as a good idea at all.
That would require every single game that uses avatars to get a new update. If the games are no longer updated, thats going to break a lot of games.
You have to take into consideration peoples bandwidth too. An animated avatar can take up megs. Doesn't sound like much but when you have 1000 or more like that it starts taking up a lot of bandwidth and there are many who have very limited bandwidth per month, not everyone has unlimited.
Also I don't want to see animated avatars all over the place. Its bad enough all the nude/rude/racist ones we see already. Now add in all the crap they could pile into an animated one.
This will not happen.

But it wouldn't be limited to just stuff like that. People would put lots of crap together, including hiding porn in them. Then instead of just going to the profile and seeing its breaking the rules as soon as it loads, the mods will have to sit there waiting to see if the avatar is breaking rules, wasting their time that could be spend watching over the rest of the forums for other rule breakers and pointing people in the right direction.
If they did bring in stuff like that, I would want to see one strike and you're out rule brought in. I don't care if you "didn't know" about the no porn or what ever rule you broke, if you break it, you get a community ban for life, and your account becomes restricted so that you can't use an avatar or art, or screenshots or anything like that.
We have enough trash avatars even now, gif option would tenfold them.
