Respect 'Metered Connection' network setting in Windows 8-10.
Starting in Windows 8, it was possible to mark certain network connections as 'metered' (useful for things such as WiFi tethering for example).

It would be nice if the Steam client checked this and honoured it by not performing game downloads and updates unless explicitly asked to when the current connection has been marked as 'Metered'.

On a few occasions I've been using tethering from my phone only to munch up a large part of my limit because I didn't notice Steam downloading stuff in the background. If implemented this feature would prevent this kind of problem.

That setting only applies to things in METRO

it has ZERO bearing on anything else that is NOT part of the Windows Store at all

Its not respected because it does not apply

It is in fact possible for 'normal' desktop applications to check if this flag is enabled. I am a programmer by trade and I checked that this is possible before making this post. Any application can check if this is enabled and change their behaviour accordingly, 'Metro' or otherwise.
