Also maybe allow us to adjust if it's fullscreen or a custom size window (like a splash screen).
Its a waste of time and system resources. Steam starts up fast enough that its not needed. If its optional and off by default and there for takes up zero resources, then fine. If it takes up even one extra byte of ram space or 1% of CPU/GPU usage even by being off... then no.

Make sure this never happens again, and nothing else also does this.
By this I mean, the file increasing to insane sizes, and steam slows down, starts to crash, and the final moment is infinite continuous restarts for the app itself, until you delete the file and make it read only, before it was fixed, or wait a month or something, depending how many games installed and it happens again.

At least this was fixed in the summer. But that experience was just pure nonsense.
