All it is doing is telling you there is a new post, it has nothing to do with who is posting.
Unsubbing from a thread will stop all notifications from that thread.
I agree, you shouldn't see any notifications from blocked users, nor any interaction, nor be run out by unsubbing from said guide, forum, or otherwise.

All subbing does is tell you when there's a new post. It doesn't matter who it's from. Your options are unsub and just check on the comments manually, or just deal with the fact some of the posts you're notified of are from the blocked user. Steam's blocking system and notifications system are completely separate from one another, just the way it is.
It works the way it's intended to. Again, subscribing to a thread just notifies you when there's activity in the thread. That's it. It's not connected to your block function at all. And since the only ones who can do anything about it is Valve, and they sent you here.... yes.
