SteamDB also has a watch list you can add any game to, and it will be in your own curated list to stay updated with.
Haven't looked into it myself but for a workaround within Steam and without outside stuff, I think the best bet for now would be lists in groups/curators. Maybe if you can get that working for yourself it would at least be a safe way to make lists of games to keep an eye on in one place. My first idea was to make new category for games in your library but you'd have to check each of them individually anyway...though if all else fails, maybe it's the next best thing...
No wait, just thought of another, yet less practical...having a browser window open with a tab for each game you want to check quickly. You should be able to save those in your browser similar to lists. And depending on browser and number of tabs, if something is on sale the percentage should already be in the tab's title
It ruins any surprise, and it puts the burden on them to wishlist the game, keep track of when it's discounted (steam mails rarely give all the titles on sale) and finally ping back to ask about the game (which either side may be uncomfortable with)
I don't see how it'd impact searches - store searches frequently show owned games already (with an appropriate "already in library" label), and you can always search a game directly by name. The only difference would be that you could add an already purchased game to your wishlist - which would also indicate "already in library" when checking your wishlist (but likely would have to remove it manually, if purchasing as gift doesn't already do it).
I suppose it wouldn't be obvious when browsing another user's wishlist, but you would get a message at checkout that the recipient already has the game (which is also visible on the game's store page). I don't see the downside.
Again, I want something like this too, but I'm telling you that you shouldn't hold your breath for it coming because it's not just as easy. Almost everything that Steam or game/dev does and publishes, has been at least weeks, more likely months or years in development. A feature like this is possibly even already on their list, but not with a high priority because it's more convenience than anything else even though it might earn some extra money.
Asking for it doesn't hurt, but patience is key.
